PHOENIX (AZFamily) — The City of Phoenix has released the previous disciplinary records of two fired police officers accused in a traffic stop that turned violent, and is now reviewing whether the misconduct points to broader problems within their squad and precinct.

Former officers Antonio Felix and Luis Vasquez were arrested on several charges, including kidnapping and aggravated assault, stemming from an off-the-books traffic stop on Aug. 5.
The city announced that the department’s Organizational Integrity Bureau and Professional Standards Bureau have launched an audit to review the former officers’ reports, body-worn camera footage, previous calls for service and community interactions.
In addition to the two officers, the department is also reviewing their squad and the South Mountain Precinct to investigate any “systemic issues.”
“Both the community and the Police Department deserve confidence that this conduct is not widespread,” city officials said in a statement.
As part of its transparency policy, the city released personnel and disciplinary files for Vasquez and Felix.
Vasquez served eight years with Phoenix police and was assigned to the South Mountain Precinct. His disciplinary history includes:
- Failure to issue a citation from a 2021 collision, resulting in supervisory counseling
- Four missed court appearances between 2021-25, resulting in supervisory counseling
- Failed to thoroughly investigate a collision and activate his body-worn camera in 2025; received a written reprimand
- Involved in an officer-involved shooting in 2025; found to be “within policy” after review
Vasquez received 14 commendations between 2019 and 2026.
Felix served nine years with Phoenix police and was also assigned to South Mountain Precinct. Felix had a more lengthy disciplinary history, including:
- As an Officer in Training in 2018, failed to notify his Field Training Officer of a use of force during an incident in 2018 until they returned to the precinct to write the report; resulting in supervisory coaching
- 3 missed court appearances between 2018-23; resulting in supervisory coaching
- 3 minor police vehicle crashes between 2018-22, all found to be out of policy; resulting in supervisory counseling
- Received a community complaint about rudeness during a call for service in 2021; no policy violations found, but did receive communication coaching
- Failure to complete two annual AZ Post requirements in 2024 due to job leave; qualifications were completed upon return in 2025
- Failed to complete a report on a call for service in 2025 regarding theft and threatening messages; resulted in a written reprimand
- Failed to complete an incident report in 2026 for a call involving a missing juvenile by the end of shift as required; would have resulted in discipline, but case was pending when he was terminated
Felix received five commendations between 2020 and 2022.
State prosecutors alleged that the two men held a man and a woman against their will during an unreported traffic stop.

Vasquez reportedly held a man at gunpoint, causing damage to the car’s driver’s side window and hurting him when he was unable to fight back. Felix is accused of physically injuring the woman while she was unable to resist.

Prosecutors also alleged that the two destroyed or concealed a cellphone to keep it from being used as evidence in subsequent official proceedings.
Detectives said Vasquez and Felix admitted to the crimes, and the two have since been fired. Phoenix Police Chief Matt Giordano previously told Arizona’s Family that there were no prior red flags involving the two former officers.
“There was an added policy, you know, collision, I think for one of them, but nothing that would have given me any indication that they would do something like this,” Giordano said.
The Maricopa County Attorney’s Office is also reviewing all open and closed cases against the two men, who were added to the Brady list, which is a database of law enforcement officers with credibility problems.
Both men have bonded out of jail while they await their next court appearance.
