TUCSON, Ariz. (13 News) – For the second time in less than a week, an inmate has died following a medical emergency at the Pima County Adult Detention Complex.

The Pima County Sheriff’s Department said John Russell Thrasher IV was found unresponsive in his cell on Tuesday, Jan. 16.
Despite life-saving measures, the 35-year-old Thrasher died.
The PCSD said the death is not considered suspicious, but the investigation is ongoing.
On June 11, 62-year-old Raymond Lee Davis was found unresponsive in his cell and died.

The story came when then-Governor Doug Ducey signed an executive order instructing all state agencies to adopt new hiring practices that don’t discriminate against people who have been arrested or have been in prison.
Thrasher told 13 News he was charged with drug possession at 19 and spent the following seven years looking for work without success.
Thrasher said he was living under a bridge on Stone Avenue and worked odd jobs when he got the chance. He said he got picked up a second time for shoplifting, which added to his troubles.

“It seems they discriminate against me because of my criminal record,” Thrasher said at the time. “It’s depressing; it feels hopeless. I needed to survive.”
According to the Arizona Department of Corrections, Thrasher has been in and out of prison since 2012.
He has convictions for shoplifting, drug possession, misconduct involving weapons, and attempted burglary.
The Pima County Sheriff’s Department said he was in jail this time for parole violation, drug offenses, and resisting arrest.
