TUCSON, Ariz. (13 News) – Crews are on the scene of a fatal accident at a housing development near Valencia and Mission on Friday, Sept. 11.

A 13 News crew at the scene, located in the 6700 block of South Headley Road, saw an upside-down JW Civil truck being lifted off the ground.
The Pima County Sheriff’s Department responded, along with the Drexel Heights Fire District.
Tucson-based JW Civil is the same construction company that was fined a little more than $26,000 for a fatal construction site accident in Pima County last year.
Dominic Herbert, 20, was electrocuted, and Deigo Miranda, 22, was injured in the accident near Thornydale and Lambert on April 17, 2025.
Investigators said one of Herbert and Miranda’s coworkers knocked down a power pole, and the pole and wires fell into a ditch where Herbert and Miranda were working.
According to OSHA, the company failed to protect the employees during an excavation, failed to ensure the slopes were built to the proper angles, and failed to check to make sure the power line was deenergized.
According to a records check, the construction site where Friday’s accident happened is a housing development named Sanctuary at San Xavier. It is a 76-home development of the Tohono O’odham Ki:Ki Association.
