PHOENIX (AZFamily) — Two Phoenix police officers are under investigation after accusations that they used force but failed to report it or activate their body cameras during the incident.

This comes as a Tempe police report released Tuesday revealed details of a violent traffic stop in Phoenix that a Tempe officer initially suspected may not have been a real police stop at all.
However, Phoenix police would not confirm the two officers under investigation were involved in the traffic stop in the Tempe police report.
What the victims told Tempe police
The Tempe police report gives the first detailed account of what the victims said happened on Aug. 5 at about 11 p.m. near 19th Avenue and Broadway Road.
It looked like a routine traffic stop. Two men were in a white SUV that looked like an older-model police SUV that had spotlights, a blue strip and “POLICE” lettering. They used red and blue lights to pull the man and woman in a Dodge Charger over.
According to the report, the stop quickly turned violent. The woman told Tempe police she was put in an arm bar, shocked with a stun gun and handcuffed. The man said he was repeatedly punched and shocked with a stun gun, and at one point threatened with a gun.
He eventually drove away from the scene.
Victims believed they may have been targeted by impersonators
The victims initially believed they had been stopped by police. But a Tempe officer later wrote in the report that he believed they may instead have been victims of people impersonating police officers.
That night, the Tempe officer checked with neighboring agencies to find out who conducted the traffic stop. According to the report, no agency— including Phoenix police— reported pulling the car over. That led the officer to write that he began to suspect the two may have been victims of an attempted carjacking by police impersonators.

Phoenix police confirm officers were involved
Phoenix police confirmed Tuesday that two of their officers did conduct a traffic stop in south Phoenix on Aug. 5 at about 11:30 p.m. The department said the officers used force but didn’t report the use of force as required and they failed to activate their body cameras.
A Phoenix police spokesperson said both officers were immediately placed on administrative leave pending a full investigation. A criminal investigation is now underway, to be followed by an administrative investigation.
Unanswered questions
Again, police would not confirm whether the two Phoenix officers under investigation are the same two men described by the victims in the Tempe report and, if so, why Phoenix police initially had no record of the traffic stop.
“Although details remain limited at this early stage, we recognize the seriousness of any allegation involving potential criminal behavior by our personnel,” Phoenix Police Commander Mercedes Fortune said in a statement.
Phoenix police say more information will be released as the investigation progresses.
