The Lebanon Police Department said officers conducted a traffic stop Tuesday night after seeing a passenger not wearing a seat belt. Police said K-9 Donner alerted officers to the possible presence of narcotics in the vehicle.
The 66-year-old passenger was removed from the vehicle and reportedly began to expose herself to passing drivers on Highway 109.
