Man charged after teen shot during house party featuring underage drinking

TUCSON, Ariz. (13 News) – A Pima County man is facing several charges for allegedly hosting a house party that ended with a teen getting shot.

The Pima County Sheriff’s Department said Mark Roland Loomis was arrested on Tuesday, June 16.

The 42-year-old Loomis is facing charges of endangerment involving a substantial risk of imminent death, contributing to the delinquency of a minor, and permitting or encouraging underage drinking.

The PCSD said Loomis hosted a house party on Friday, June 12, where minors were drinking, and a 17-year-old boy was accidentally shot by someone “recklessly handling a firearm.” The victim’s injuries were not life-threatening, and 13 News has asked whether the shooter is facing charges.

It is not the first time one of Loomis’ house parties has devolved into chaos.

The PCSD said deputies were called to his home, located in the 6900 block of West Naomi Road, on May 31 for reports of shots being fired. That area is near Kinney and Bopp.

The PCSD previously reported it had a deputy-involved shooting in that same exact area on the same exact day.

On May 31, deputies were called to the home and saw several minors run away. Three men were spotted in the driveway, and deputies ordered them to stop.

Ibrahim Mutwakil Kafi, 18, ignored the commands and started running away. He allegedly pulled out a gun and ignored several commands to drop it. A deputy fired their weapon at Kafi, but he was not hit and ran away. He was arrested later in the day on several charges but was released to pretrial services.

13 News has asked the PCSD if Loomis’ home was the site of the deputy-invovled shooting, but we have not heard back as of 9 p.m. Tuesday.

Loomis appeared in court Tuesday night and was released, and given a new court date of July 14. He was ordered to have no contact with any of the victims. He also cannot have any alcohol, drugs, or firearms.

The PCSD said there is video showing minors drinking and that Loomis was the only person over 21 years old at the party on June 12.
