Ruggs has been in custody since pleading guilty in 2023 in connection with a deadly crash nearly five years ago along Rainbow Boulevard near Tropicana that killed a woman and her dog.

Police said he was driving more than 150 miles per hour while under the influence. He was sentenced to three to 10 years in prison.

Jail records show Ruggs was moved from low-security housing to a medium-security prison. The Nevada Department of Corrections (NDOC) later confirmed he is no longer a community trustee and said he was transferred October 16, 2025.

NDOC added it cannot release specific offender details, but said infractions at a lower custody level can result in a return to higher security depending on the nature and severity.
