The judge now rejected that argument.<\/p>\n<p>The Scottsdale City Council voted on rezoning changes last year that would allow police and military tech company Axon to build a $1.3 billion headquarters near the Loop 101 and Hayden Road. <\/p>\n<p>Opponents fought back against apartments in the plans. They said the headquarters would bring too many people to the area and use up too many resources.<\/p>\n<p>A citizen group collected enough signatures for a ballot measure.
