The Judge said Howlett will be under high-level electronic monitoring, along with orders for no weapons and no contact with any named victims.<\/p>\n<p>The case stems from a June 27 domestic dispute call in the Las Vegas Valley. Police have said a caller reported a vehicle had been stolen and that multiple firearms were inside. The caller also reported concerns about \u201csuicide by cop\u201d and a possible mass shooting, authorities said.<\/p>\n<p>Using vehicle tracking information and with help from Sunset Station Casino security, police located the vehicle in the casino\u2019s parking garage, authorities said. <\/p>\n<p>Officers said Howlett initially refused commands to exit the vehicle, but was taken into custody after officers used a distraction.
