TUCSON, Ariz. (13 News) – The principal at Pueblo High is facing allegations of misconduct, intimidation, and retaliation.<\/p>\n

Nearly a dozen teachers and advocates from Pueblo High attended the Tucson Unified School District\u2019s Governing Board special meeting Tuesday, June 16.<\/p>\n

They said they showed up to speak out against Principal Frank Rosthenhausler, and used most of the public comment period to be heard.<\/p>\n

Also, on Tuesday, the board unanimously voted to approve its tentative budget. The budget includes a wide range of changes and a $2 million drop in spending. The board will meet again in July to formally adopt the budget.<\/p>\n

\u201cWhen the staff don\u2019t feel safe coming in to work, don\u2019t feel respected, don\u2019t have dignity to do their job the way that they need to do it, that affects how they operate in the classrooms,\u201d said Eliseo Gomez, a union representative for staff at Pueblo High.<\/p>\n

Though the allegations of misconduct were discussed in an executive session previously, advocates said they wanted to put more pressure on the board to take action.<\/p>\n

\u201cIt\u2019s important to show Dr. Trujillo and the governing board members that we are serious about this,\u201d Gomez said.<\/p>\n

The situation started with an anonymous letter submitted to the board in March detailing dozens of allegations of misconduct.<\/p>\n

13 News obtained a copy of the letter, which detailed claims of sexual misconduct, including \u201cA pattern of covering up sexual misdeeds by employees on campus, as well as covering up incidents on campus that put the safety of staff and students at risk.\u201d<\/p>\n

Some of those concerns were echoed through statements read Tuesday.<\/p>\n

\u201cStudents often complained that they couldn\u2019t get help from that teacher because Mr. Rosthenhausler and \u2018it\u2019s creepy,\u2019\u201d said Pubelo High teacher Angela Gonzales as she read from a statement provided to her by an anonymous co-worker.<\/p>\n

The letter also detailed alleged incidents of retaliation against teachers speaking out and claims that \u201cThere is a lack of transparency perpetuated by Mr. R and the Pueblo administration with the purpose of isolating teachers and pitting them against each other; this creates a toxic work environment. of isolating teachers and pitting staff against each other.\u201d<\/p>\n

Another staff member from the school read an account given to them at the board meeting on Tuesday.<\/p>\n

\u201cThese are some quotes by the Pueblo Principal to staff and students. To staff \u2018If I don\u2019t like then I\u2019d get rid of you,\u2019\u201d said Nicole Jansen, a counselor.<\/p>\n

In April, the Tucson Education Association conducted a survey where 72% of Pueblo staff participated in an evaluation of Rosthenhausler. A majority of them showed dissatisfaction with the principal\u2019s performance, with the report stating: \u201cThe principal fosters an unhealthy work environment.\u201d<\/p>\n

The district is now undergoing a culture and climate review at the school, which can lead to disciplinary action taken against Rosthenhausler. Advocates said the action should be a full removal from his position.<\/p>\n

\u201cMultiple years have gone by and shown that there has been no improvement; we are not sure that a disciplinary action could curb this behavior at this point,\u201d Gomez said.<\/p>\n

13 News reached out to Rosthenhausler, who provided this statement in response to the allegations brought against him:<\/p>\n

\u201cWhile I am not aware of the specific details of any formal allegations, I unequivocally and vehemently deny any wrongdoing. I look forward to working with my legal counsel once any allegations are formally presented so that they may be addressed through the appropriate process.<\/i><\/p>\n

\u201cOn a personal level, I am deeply troubled by these circumstances. While I will reserve detailed comment until the facts and allegations are formally disclosed, I cannot ignore my belief that some aspects of this matter may be influenced by political considerations and race. As a proud Latino leader, I have dedicated my career to serving students, families, and the broader South Side community.<\/i><\/p>\n

\u201cThroughout my professional and personal life, I have worked tirelessly to support our community. I have partnered with the Tucson Police Department on community clean-up initiatives, collaborated with numerous youth-serving organizations, proudly served the Pueblo Warrior alumni community, and given countless hours of my personal time to improve conditions on the South Side. I believe we have helped transform Pueblo into one of the brightest examples of excellence and opportunity in Southern Arizona.<\/i><\/p>\n

\u201cMy commitment to this community has never wavered. I will continue to lead, to serve, and to advocate for the children and families of Southern Arizona. I remain dedicated to creating opportunities, supporting student success, and investing in the future of our community, just as I have throughout my career.<\/i><\/p>\n

\u201cI am confident that when the facts are fully examined, my record of service, integrity, and commitment to this community will speak for itself.\u201d<\/i><\/p>\n

TUSD officials confirmed that the culture and climate review process started on May 21, and it will continue in accordance with the policy set in place. There is no deadline for the completion of the review.<\/p>\n
