FORT MOJAVE INDIAN RESERVATION, AZ (AZFamily) — New video from a witness at a gas station on the Fort Mojave Indian Reservation shows a federal Fish and Wildlife officer deploying a Taser on a man last month, triggering a fire at the station.

The man in the video, Chuck Coyl, said he and a friend were planning to go fishing at the Havasu National Wildlife Refuge when the officer told them they could not be there. Coyl said the officer then followed them to the gas station, where the confrontation took place.
What the video shows
The new video shows the officer deploy his Taser and Coyl immediately fall to the ground. Flames were instantly visible surrounding Coyl.
Coyl was able to stand up and move away from the flames before the officer forced him back on the ground. The officer then moved the truck the flames were under while Coyl laid on the ground.
Previously released cell phone video of the incident shows what led up to the Taser being deployed. In the footage, the officer asks for a license to identify the man.
Coyl can be heard responding by asking what he is being arrested for, and the officer responds that he is not cooperating “for having committed a crime.” Seconds later, the Taser is deployed. The phone drops, flames are visible, and commands to get on the ground can be heard.

Use of force expert weighs in
Roy Taylor, who has more than four decades of law enforcement experience and studies when and how force should be used, reviewed the incident.
“It seemed to me there was an escalation of force without cause,” Taylor said.
Taylor noted that officers who are properly trained are taught never to use a Taser near any flammable environment. He also said the video does not appear to show the officer de-escalating the situation.
The incident remains under federal review.
