According to police, officers were on another call when someone flagged them down because five dogs in crates were outside an apartment near 40th Street and McDowell Road.
Officers discovered three dogs were in one crate while two were in another, with one appearing to be barely moving.
Court paperwork said the dogs had visible ribs from not getting enough to eat and days-old crusted feces covering both the crates and the dogs.
The dogs were taken to a veterinary hospital. One of the dogs died, and two others were seriously hurt, court paperwork said.
Officers said they talked to Andre Magee, 34, who told them the dogs belonged to him and his girlfriend and that he knew his girlfriend was trying to get hold of the Arizona Humane Society and other shelters, but he said he was not involved in those calls.
Investigators later learned the dogs were left alone in the apartment for about one week without food or water.

Police said they received information that Magee was recently evicted, but he said his girlfriend was evicted June 9.
After being taken into custody, police said Magee changed his story and said the dogs were only his girlfriend’s and he was at the apartment to grab her belongings. He admitted he knew the condition of the dogs, police said.
Magee was booked into jail on three charges of animal cruelty, one felony and two misdemeanors.
Court documents said he has a history of violence against children and animals.
