The investigation began in February 2025, when a girl reported seeing a man expose himself in a public area at the Villages neighborhood clubhouse, which is near West Smith Enke and North Maricopa Roads.

After the incident was reported to police, detectives developed a composite sketch of the suspect and pursued other leads in an effort to identify him. Police say no viable leads were developed and the case went cold.

In 2026, investigators received new information that allowed detectives to reopen the investigation and identify a suspect. In June 2026, detectives arrested 62-year-old Joel Najera Perez of Maricopa.

During an interview with investigators, police say Perez admitted to exposing himself in the area of the Villages clubhouse during the timeframe of the reported incident. He was arrested and booked into the Pinal County Jail on one felony count of indecent exposure to a minor.
